Too soon to declare victory over pirates

The pirates attacking near Somalia continue to be a threat to all vessels despite the reduction of their attacks in this region in the past 12 months (information from Rear Admiral Oguz Karaman, the commanding officer of Combined Task Force (CTF) 151).
The threat should be stopped, the first step is not the threat at the sea but the Somali mainland. Urging ship masters to do all they could to help deter bandits.
Naval forces can fight the piracy but that is not enough to assure the safety of the ships crossing Somali waters.
The piracy dropped dramatically but still exists.
