UN document connects British citizens with the piracy of Somalia - Where is the truth?

A United Nations document has connected British residents with the Somali piracy. This information is according to a report released by The Times of London.
The English newspaper describes a British businessman of Somali origin as 1 of the key organizers of a pirate-related kidnapping and hijacking in 2009. The British media report however did not mention any name of this British businessman.
The British-Somali man is believed to have been directly connected with the kidnapping of Paul and Rachel chandler, the British couple that held captive for more than 1 year by armed Somali pirates. The British couple was lastly freed after a hefty ransom of 600-thousand pound.
